    Barrow AFC were wound up in the county court on 25 January 1999 over debts run up under former chairman Stephen Vaughan, who had withdrawn his backing in November 1998. Although they stayed up on the pitch, the Conference excluded them for 1999-00 on 5 June 1999. The exclusion came after the club's final fixture, so it counts in 1999-00. No points deduction applied (the Football League's automatic administration penalty did not exist until 2004-05).

    Outcome: Survived. Wound up on 25 January 1999 and run under the liquidator for the rest of 1998-99. The club avoided relegation but was excluded from the Conference at its AGM on 5 June 1999, and later admitted to the Northern Premier League. The same club (still in liquidation) played on, so it is not a phoenix.
