This also strikes me as a somewhat curious statement. If a player headbutts another player and receives a six month ban, is the ban lifted should the manager leave and be replaced by someone else?

This is just what happened to Tottenham though in 1994. Handed a £600K fine, banning from the FA Cup and a 12 point deduction for irregular payments to players, Sugar successfully argued that it was unfair as the club was under different ownership. The deduction and ban was lifted but the fine was bumped up to £1.5 million.

*spam alert* There could be a bright side for
    West Ham
    though…

“This fine has postponed an angry club taking the matter all the way to the high courts.” Hm… Yes. But an angry club can still sue the Premier League and West Ham. http://news.bbc.co.uk/sport1/hi/football/eng_prem/6620393.stm
