    I find it hard to believe that Stephen Vaughan can pass the “fit and proper” persons test. Unless of course one accepts that this test is nothing more than pointless window-dressing. This is not Chester’s first financial crisis and its not Mr Vaughan’s first failure with a football club. Exactly when will the FA get tough with repeat offenders?
